Ballast is necessary for loader use.
You absolutely need ballast when using the loader, but for mowing and leaf cleanup you may just want to remove your loader and run as light as you can, so just an extended drawbar would be all you need.
Cautions about pulling loads from a 3pt hitch.
This is a bad idea. You should not pull trailed loads from a 3pt hitch unless you can ensure there is lots and lots of tongue weight.
