I'm looking for something that is durable (ideally BIFL-worthy), simple, and daypack-sized (~18L, give or take).
I can tell you both your picks will be miserable for hikes. No back ventilation and limited if any padding.
I used to have an old waxed canvas Jansport that I used on long hikes without issues, but maybe I was just too young to be bothered by discomfort.
I'm okay with paying a hefty amount if it will last a very long time and fits my needs.

I would appreciate if anyone had suggestions for a pack that can be used for all-day or maybe even overnight hikes (can fit a jacket, water bladder, some food, etc) but that I can also use for travelling on planes (can ideally fit under the seat) and can hopefully store a laptop.
If you want to carry more than 15lbs, then I would recommend a pack that either has an adjustable torso length or is offered in multiple sizes, has some sort of frame, and a load transferring hip strap.
General tips for packing light for travel
I don't understand how you'll expect to do laundry once a week.
Definitely don’t pack a white tee. It’s going to be a pain to keep clean.
Consider more pairs of socks, a sink stopper, clothesline and laundry sheets? You are going to be active outdoors, sometimes in hot, humid places and may sweat more than usual.
I would add at least another pair of socks as well. When hiking, all sorts of dirt/debris, sweat, feet might get wet etc, and a pair doesn't take too much space anyway.

That's an interesting idea. I've been using slightly excessive amount of packing cubes with organisation as a primary goal in mind.
It’s probably somewhere in the 35-40 liter range and juuuuuust makes carry-on dimensions if it's not overloaded.

Even a $15 drawstring backpack from the nearest sporting goods store would do the job, with the advantage being it is two slim layers of fabric to pack when you aren’t using it, plus easy to open and get stuff out of at your seat.
I like a tote if some kind as a plane bag. I tend pack my backpack with space at the top of the main section and put my sleep pouch, snack pouch, headphones and a scarf there with a tote either rolled or folded.
The Flowfold medium Odyssey crossbody bag is a good ultralight and packable alternative. Very minimal so you’ll want a padded sleeve for your tablet.
If you're happy with your main bag, maybe one of those lunch tote size reusable shopping bags would be fine?

I returned from 6 months in Latin America using a Matador free rain 22- it was outstanding when needed, however I didn't use it much over the 6 months and have been seeking a bag that fits these criteria
Just one small thing, they are Osprey Packs, not sacks.
I prefer the Osprey for the same reasons you mentioned.

I've been using the Matador freerain22 to pair with the dragonfly for my daily travel, it's been great that it takes up little space in the dragonfly and the rolltop can be expanded to fit an extra jacket/sweater when needed!
