Only the GXT67 is 5 watts. I received my "press" sample today and am enjoying the features.

Yes the 67 is the rugged waterproof version.

My apologies if this question isn't allowed in this community.
CB is one of those Midland HHCH variants and the VHF radio is currently a Motorola XTL5000.
Midland 75-822 includes a cigarette lighter adapter
Both of those are great radios,I have a Midland 75-822 you can get it alone or with a cigarette lighter adapter and a deparate external antenna.
My suggestion is to get a President Randy radio plus a car charger and a decent antenna like a Wilson 1000.
Weather band functionality works fine
The weather band sounds fine!
4W emission when connected to a power plug
The stock antenna is garbage for anything beyond a couple of miles.

I've got a Midland 75-822 and I'm quite happy with it. I can easily get 500m-1km even in dense forest

Since you're going cross-country, I HIGHLY recommend getting something with NOAA weather channels.
Lightweight and portable design
Best long-range handheld radio? Currently have the Midand GXT1000X3V4, but during a recent trip to Yosemite, the range was abysmal - lost contact at around three quarters of a mile (I'm probably being generous here), and there were times that even just a couple of yards away, we couldn't understand each other.
Most offroad clubs and events are switching communications from CB to GMRS radios (including Jeep jamboree as of this coming year).
Everything I'm reading says if you're using a rubber duck antenna inside a car you will pick up "virtually nothing". I'm not sure how true this is though since the RadioShack CB has been at least usable in side a car.
Midland 75-822 is effective for handheld use
It would be nice for my handheld at least to be able to switch between at least three channels quickly.

a decent external speaker will make any CB alot louder.
Midland 75-822 is better for usability while driving
A little more expensive, but it has worked out way better than the other two in terms of usability while driving and then being able to convert it to handheld while out of the truck.

Basically I just want to know if a handheld 4w cb radio will work in a range of up to 1 mile in the city with buildings obstructing the signal.
I think you will be disappointed with CB handhelds in the city.
Handheld CB radios have limited range in cars
as others have said... you CAN'T use a handheld in a car... the metal of the car even with the window open and the little antenna sticking out the window will only work a 75 feet if that.
CB handhelds don't really work well inside cars. Most of them do come with external mag mount antennas that would do the job well though.
Limited activity on channels, especially near highways
I rarely hear truckers and have been told most went to 10-meter radio.

Handheld CBs are pretty lacking when it comes to range.
Range would be about 500m, maybe 1000m, but there will probably be trees in the way.
I can't be carrying around a mag mount and an extra antenna everywhere I go.
Because performance of an antenna based on length works as a function of the square every time you reduce the electrical length by half you reduce the performance by 75%.
Limited performance and sensitivity of some CB radios
Leave the squelch open then turn the RF gain down and until you only hear other mobiles that are nearby without so much noise.
Sensitivity is not fantastic, but it does the CB things pretty well.
Limited range capabilities
Most OEM 'rubber duck' antennas are lacking.
UHF signals tend to get eaten by vegetation, so like if you're in the Yosemite Valley you can pump out a ton of power and still not get great reception because of all the trees and whatnot.
