How do babies NOT get flat head?? My baby is 4 months old, she sleeps on her back 13-14 hours a day, does around 1h of tummy time, spends around 2hrs in the bouncer while I wash dishes/cook/eat/do laundry and an hour or two playing in the baby gym/crib/on the mat.

So lay it on me!
Forward facing means that their backs are resting against you. This means they can’t have the natural curve to the spine and are “forced” into a different position instead.
The official advice in my country by babywearing educators is don’t do it. Because of the spine, not being able to avert their gaze when they get too much stimulation but also because it isn’t ergonomic for the parent either.

My children's heads are round but my back is now broken due to all the contact naps they took on me 😂
Same. My kids both have nice round heads, but they wouldn't let me put them down. Stage 5 clingers for sure!
My babies never let me put them down long enough to get flat heads.

From a PT perspective, you just don’t want them propped in containers for extended periods of time (hours) every day.
Different practices on when to start highchair use
