You can use the same skates for indoor and outdoor, and even the same wheels, however rough outdoor surfaces like tarmac can ruin indoor wheels.
Most derby takes place indoors on polished concrete or on wooden gym floors or sport court, so generally they won't work well for that unless you're on a VERY slippery surface.

I use regular, cheap, skateboard wheels.
I love my Atom Pulse! Moxi Gummy are really good too, and Radar Energy get good reviews-- personally I find that the solid colors feel harder than the translucent ones, even though they're both supposedly 78A.
I have some called Route 65 that I love. I have used them on all kinds of asphalt/sidewalks/trails and they have been great.

The one outdoor venue I've played on was polished concrete. It is an ice rink in the winter and the city's roller derby teams practice venue in the summer.
If it was polished, oh man, we would practice there for half the year.
The best thing about it is it is one piece of concrete with no seam lines put in.

When I upgraded to proper derby skates, I kept my beginner skates and stuck outdoor wheels on them so that I'd have two pairs.
