I love my Gerber dime. I do a fair amount alpine lake/stream fishing and the tool is fantastic for it’s size.

Under 50 is hard for knife based and including pliers. The Leatherman T2 or some Victorinox models may work for you?
I don’t think rescue and EMS tools are something you want to save a few bucks on. I’d go Leatherman, keep it on your belt in the sheathe so the chance to lose it is small.

Nobody regrets getting a wave+ as their first multitool. It will honestly last the rest of your life and they have a fantastic warranty if anything breaks.
Knowing nothing about your location or background, I would say spend the dollars and get the Vic Spirit X Plus (with ratchet). I do not think there is a more solid multi tool available today.
