It's called a mixie (or mixer grinder). It's like a powerful food processor that can also handle dry grinding.
We had a bit of a trial finding a replacement when our last one broke -we had been using one my great grandma bought in the 60's or 70's, but we haven't managed to break this cuisinart one yet!
Like u/bladershah said, it is a mixer/grinder. It's pretty much a staple in an Indian kitchen.

My mother and I have really gotten into cooking more due to the quarantine, and she suggested that she would love to get me a set of spices for a graduation gift since I’ll need when I move out.
There are some basics that just about everyone needs like oregano, thyme, rosemary, sage, paprika, bay leaf, cumin, cinnamon, nutmeg, allspice, ginger, chili powder, red pepper flakes, cayenne, and dry mustard.
Nothing would irritate me more than a bunch of unused spices taking up space.
Just buy spices as you need them for recipes. There's no need to pre-purchase a bunch of spices you don't have a plan for yet.
