A used one in good condition is still going to be better than the crap you get at the big box stores.

Depending on how much you want to mess around with this wheel vs returning it, you could replace the nuts that are resting on the dropouts with cone lock nuts which are about half the thickness of the nuts that are currently on the axle.
Guardian is a great. I like woom better because it’s much lighter weight, but it’s more $$$.

The bike will be more efficient and be easier to pedal.

I would look into the weight of the bike too. You want max 30-40% of their body weight.
I've seen the bearing retaining cage fall to pieces in these BB's. Generally because they were installed with only a hint of grease.

If this is their first bike, go with a balance bike. No pedals or brakes.
I would skip training wheels. They teach the easy thing (pedaling) and don't allow practice of the hard thing (balancing).
My kids did both balance bikes and training wheels, but we took off the training wheels at about 3 1/2, with a pretty smooth learning process.
