I am a woman and much prefer to wear running shorts or leggings with pockets rather than a belt if it's just my phone and keys.
I am team pockets 100%. I can fit gummies, ID/cash/card, keys, and phone easily in my running shorts and leggings.
I wore a pair of Nike leggings for the first time and they only had a left thigh pocket, and I could FEEL the phone the whole time and my awareness was right there on it.
For running tights the Fast and Free leggings (or Swift speeds if she wants compression) are comfy and come with plenty of phone-friendly pockets.

Some people flip it, but it won't really help. The sad thing about this is that MARCORSYSCOM actually designed and tested a FILBE belt/suspension system for shorter torsos and smaller waists, but they never put it into production despite knowing that the FILBE was poorly designed from the start.
Flipping it won't really do much for you. If the issue is the belt is too big for you, then you need to look at putting on a replacement belt.

Have never used waist pack before, need rec for 50 mile or longer races in combo with handhelds.
I use the Naked belt for a lot of runs (more training than racking but if there were aid stations every few miles I'd be happy to) and it carries a decent amount without moving around much.
I use Naked exclusively unless I need to carry an exceptional amount of gear.
You can carry a 20 oz flask in it too. I stow it in the rear pouch. It bounces up and down when it's full, but I get used to it.
