If you are not sure, find a spot on the boot, preferably the gusset/tongue and rub a small amount on the crease.
the leather is totally soft and waterproofing is ten times better than light conditioners.

I've only used fiebings regular & pro dye and from my experience, once dyes have dried, you're mostly good unless you get really, really wet for a prolonged period of time.
