Balance bike. The physics are wrong for kids to have pedals at that age: their legs are so short they need to be able to generate immense pressure to turn the pedals and they expend all their effort doing that and don't have enough brain space for anything else.
I was so happy with how light the first balance bike was. Didn't give me tennis elbow flare ups or anything, and I could carry the crying child and the bike at the same time, if absolutely necessary.

I was hard set on **NOT** doing training wheels, but now I feel like maybe I'm doing my kid a disservice by not offering a bike that will be enjoyable.
Transition to pedal bikes may not be seamless for all kids
Balance bikes (mostly) don’t have breaks, and kids (especially older ones like yours) can get faster than you can run on them, so they can be more dangerous than a pedal bike.  If you do decide to get one, your kid still needs a helmet.
I know that balance bikes *allegedly* allow kids to ride pedal bikes at an earlier age. That seems more like it has to do with bragging rights for the parent (

Yeah, get a bike her size with hand brakes, lower the seat so she can get both feet on the ground easily, and take the pedals off. This way she can learn to balance first then just put the pedals on when the time is right.

If you go this route consider taking the whole crank off. Way less risk of your kid bashing their ankles on the cranks and having a bad time.

I am trying to look into ways to teach my partner how to ride a bike.
The way I’ve taught adult friends to ride is by removing the crankset from their bicycle.
I did this with my kids instead of buying balance bikes. This is definitely the way.
Once you feel comfortable doing that, then you put the pedals back on and incorporate pedaling.

180kg should be the limit for off-roader imo. If the bike weighs too much, it will be a mess to carry it on slippery climb.
