A balance bike allows the child to go further and further with just balance but can put their feet down at any moment if they feel uneasy. Your child will learn to ride a bike significantly faster on a balance bike than traditional with training wheels.
Once they can balance they can learn to pedal in no time.
A balance bike will help your kid learn to maintain balance, the main skill needed to ride a bicycle. Training wheels don’t let you practice maintaining balance in the same way, those bikes also tend to be a lot heavier = more difficult to ride.

our balance bike hasn't been touched yet. When I see kids at the playground riding the balance bike, they're all at least 3 so maybe scooter for now and balance bike later!

My kids refused to use them and wore out many pairs of shoes. May you have better luck.
Foam tires may lack grip on slippery surfaces
foam/plastic tires can be less grippy and wear down fast
especially considering they will be riding it on a slippery surface, I'd definitely recommend going with airfield tires which are less likely to skid out from under them over the foam Strider tires

If he’s not walking unaided already, I’m not sure he can really use a balance bike yet.
A balance bike won’t work for a one year old. My very coordinated early walker wasn’t getting it till he was two-something.
