Used is a great place to start. Regular bikes with training wheels are also acceptable.
I would definitely look for a used balance bike since they are often only used for a short time you should be able to find one in good condition.

We had a "runner" balance bike which is an imitation Strider. My kid could still ride hers with the seat raisednat 4.5. You can also get Striders in larger sizes that fit up to 5-6 year olds. I'd recommend a balance bike over a trike - they are easier for a kid to learn to use and usually more fun.
