Yes it’s brighter but you can’t actually see what’s comin as easily.
If its thinner fog it may work, but the super dense stuff where you can barely see the hood of your own car, it wouldn't work.

For sure and that’s the purpose of fog lights. I feel like a lot f people don’t even really know what fog lights are.

Due to water spray, it's very difficult to see cars ahead, so I think it makes a lot of sense to use them.
Others cars using them were very easy to spot, ones just using their head and tail lights less easy.

The road spray practically hides you from the front and back, making lane changes dangerous as well increases the likelyhood of rear enders.

My car is also light coloured, and I’m guessing you can’t even see it with enough spray behind me.

If your rear fog lights are dazzling people then either the conditions don't require it or they're following too closely.
You've got heat for saying that, but yes, if you're fog lamp is likely to dazzle someone behindyou, then you should switch it off.
Can dazzle other drivers
I wish that dazzle rule would apply to regular headlights on bigger cars that are at perfect eye level for hatchbacks/estates/saloons etc
