how old is it? and how good a quality device is it? there could be parts in the motor (bearings, brushes, etc) that might be worn and causing excessive vibration or “slap” on the shaft that would make it noisy.
I would invest in a stand mixer, and or forget about the neighbors. Unless there is a "quiet time" or they happen to pay the mortgage/rent, I wouldn't worry about them.

The slowest speeds on the Cuisinarts all seem to be way too fast.
I have a Kitchenaid hand mixer and the first setting is fairly slow.
