Thanks all - I was always going up to and a bit over the fill line on mine and It'd burn on the bottom (Not just water but stock and tomatoes.)
As the others have mentioned 2/3'rds full will take a long time.

And a horribly unsafe design.
Yeah, I ain't gonna trust some pressure cooker with a glass top either (at least I'm not aware of any good ones with a glass cover).
Even so, a pot with a locking lid that doesn’t let out pressure properly sounds like shitty design whichever way you spin it.

the issue is not when it's unable to seal up properly - worst case scenario your pressure cooker won't be able to build up steam and will work as any regular pot with a lid.

Does anyone ACTUALLY use the steam function? First, every time I've tried to use the steam setting all it does is steam until ALL liquid is gone and burns the bottom of my pot.

The main reasons foods turn out "soupy" in pressure cookers is because no water escapes while cooking (as they will in other cooking methods the cook may be used to), and the foods themselves exude some of their liquids when heated which creates even more liquid.
The reason for the fill line is because when the IP is under pressure, it doesn't boil. Releasing the pressure will cause the liquids to rapidly and violently boil, which gets sucked out with the escaping steam.
