You should buy it, but give it some love with some files/sandpaper/pucks/bench grinder first.
I'd say anything that weighs about 2-1/4 lbs and has an 18-24" handle is a good place to start.
Needs testing for handle durability
No way would I trust an 18 dollar Amazon hatchet unless I'd ran it through a gauntlet of tests myself.
Concerns about handle construction
Correct me if I'm wrong, but the one in the picture looks like two the handle is two pieces of plastic bolted around the blade?

Preference for alternative axes for splitting kindling
It won't work miracles, and the axe still makes a mediocre tool and a terrible splitter, but since you have it, you might as well do what you can with it.
Honestly I use a boys axe for that. Little bit more leverage. And still light enough for my old tired arms.
It makes kindling processing quick and easy.
If I were buying one just for splitting kindling I’d get something a bit more wedge shaped.
Preference for alternative axes for camping
Great for splitting... works for chopping.

Preference for American axes due to availability and cost
they are really cheap for the quality.

I find the long thin shape really handy for stripping bark and unlike anything I find around here.

A lot of people give them bad reviews because they dull and get chipped easily right out of the box but if you grind a bit off the cutting edge and then sharpen it, it performs much better
