I don't know about studies, only personal experience.
It might make no difference in the long term but if I have aching stiff calves it works wonders to make them more comfortable before bed.
I've had ITB issues that's why I ask, for me stretching and rolling helped it out tremendously, I'll have to look more into it.

Sit on it and roll back and forth. Get it all up in yo glutes. Shift your weight to one side, feel where the tender spots are.

Multiple professionals have instructed me to roll my IT band. As a runner, it's been a game changer.
When I was doing XC in high school I had some IT band issues and was told by a physician/physical therapist to roll it out to stop my knee from hurting.

Why? Foam rolling increases circulation. Icing decreases circulation.
There's a bit more to it on a physiological side (massage, muscle tissue release, etc), but it basically boils down to the main benefit coming from the increased circulation that foam rolling provides.

I think they just hate the price; how a PVC pipe does the same thing but cheaper.

When I foam roll it's for muscle tightness or soreness, not moderate or higher pain I've used it when I've had a muscle strain in my back or something causing similar localized pain.

If your IT band is tight cause its overworked from overcompensation cause another part is funky, same with APT i think, people stretch their toasted hammies which fasttracks them to pulls and sprains.

If you can't afford to get along to a sports physio then I strongly recommend going the foam roller route as well as down weighting on your squats for a wee bit while you focus exclusively on technique so that you are activating your glutes and not your quads when you squat.
